Blaine public works was an addition to and renovation of an existing facility:

The new and renovated multi-level facility provides the city with approximately 130,000 sq. ft. of space which consists of 33,730 sq. ft. of maintenance, mezzanine space, and shops, 18,828 sq. ft. of office space, and 76,025 sq. ft. of vehicle storage space (35,520 sq. ft. of which was existing space which was renovated).  The facility remained in operation throughout the construction and renovation phases.  Thoughtful planning and construction phasing was necessary to keep disruptions to the operations at a minimum.
