Oertel Architects is working with the City of Anoka to design Minnesota’s first municipally operated cannabis dispensary. Operated in conjunction with Anoka’s long-established municipal liquor program, the new 3,000-square-foot facility reflects the city’s experience with municipal retail.

Located next to the East Liquor Store at 847 East River Road, the dispensary includes a secure sales floor, vault, staff office, and support spaces. Deliveries are managed through a fully enclosed sallyport to ensure safety and compliance.

The building design balances security and approachability, using traditional masonry and detailing to reflect Anoka’s architectural character. Security features are integrated discreetly to protect staff, customers, and inventory while maintaining a welcoming atmosphere.

As the first of its kind in Minnesota, this facility serves as a model for municipally operated cannabis retail. The project broke ground on May 22, 2025
